Vernal Council previews "Lamplighter" Community Block concept, not requesting approval

City Manager Quinn Bennion presented the purpose of the Feb. 4 meeting: a public unveiling of the preferred conceptual plan for the Community Block, often referred to in materials as the "Lamplighter" concept. He told the council and attendees the project was being shown for feedback and said it was not being presented for approval at that meeting.
Hailey Wall of Terracon reviewed the conceptual master plan and emphasized that the design is intentionally flexible, with phasing tied to future council priorities and funding availability. Bennion noted the planning process spanned roughly ten months and included about 800 participants through steering‑committee work, stakeholder interviews, online engagement, a council work session and a Wasatch Front study tour of comparable projects. The consultants will compile public engagement results and budget considerations into a report and return the item for further council review.
