Staff replied that 'James Bay' is a convenience name for a core section in phase 3, that many parcels on the list are government‑owned roads or parks and that taxable parcels in James Bay are the ones intended for triggering now.
Evans Villas also asked whether the Orchards PUD (phase 4) would be triggered; staff answered yes, explaining the Orchards are within phase 4 and are listed as a separate section for triggering. On the question why some owners are listed as 'Vineyard City' and others as 'Town Of Vineyard', staff said the county land records use legacy naming conventions and that the more important data field for RDA purposes is the tax district (noted as codes 095 and 096). The board heard that including previously omitted common‑area, non‑taxable parcels in this trigger helps clarify which sections are considered 'complete' for development and avoids future administrative inconsistencies.
