Police prepare for student ICE protest; city updates on lease extension, proposed tax changes and reporting compliance

Police Chief Mike Gledhill briefed the council on a planned student protest scheduled the next day involving Immigration and Customs Enforcement (ICE). City Manager Quinn Bennion reported that staff found an automatic one-year extension in the Haunt lease agreement, removing the immediate need for council action. Bennion also summarized legislative proposals under discussion by city managers, including a range of property tax changes (from eliminating certain authorities to requiring voter approval for increases) and proposals to reduce required reserve funds from 35% to 25%; he recommended maintaining 35% reserves. Finance Director Nick Rousseau said the city received notice of noncompliance with state reporting requirements owing to staffing vacancies and transition cleanup from the prior year and assured the council the city is working to bring filings current.
