Council enacts 90-day moratorium on underground fiber-optic boring projects

Council adopted Ordinance O-26-26 on an emergency basis to impose a 90-day moratorium on underground fiber-optic boring projects within the City of Cortland. Councilwoman Chelsea Monroe introduced the measure and said the moratorium will give the city time to draft proposed legislation to protect the community while staff and the mayor continue to work with Bright Speed and its contractor under a stop-work order.
"So the moratorium that we're imposing is going to be for 90 days, and that's just giving us enough time to get some proposed legislation in place, and hopefully pass through council, to better protect the city during these cyber boring, projects," Councilwoman Chelsea Monroe said. Council members confirmed staff coordination with Bright Speed and recorded affirmative roll-call votes on both the emergency designation and the ordinance itself.
