The Board approved an agreement with The Mannik & Smith Group for construction observation and testing on the Lorain County Regional Airport main apron rehabilitation project. The resolution lists $38,298 for construction observation and testing plus $815 in expenses — a total of $39,113 — to be paid from airport professional services funds (Acct #7300...). Motion by Moore, seconded by Gallagher; vote unanimous (Resolution No. 26-220).
Separately, commissioners approved Change Order No. 5 for Erie Blacktop, Inc. to address unforeseen conditions on the Runway 7–25 rehabilitation and lighting project and to extend the project completion date from June 30, 2023 to December 31, 2025 (non‑compensable time extension). During public comment, Gerald Phillips said the airport has been "a losing venture and keeps losing money." William Zimmerman also criticized prior commissioner statements about airport plans and urged accountability. Commissioners recorded the actions as part of ongoing airport capital project work.
