County seeks easement for Rattlesnake South Cotton Road; BLM MOU discussed for trailhead

A county easement application for a short road near Cut Wood Wash (Highway 24 toward Hanksville) was presented to the council so the county can regularize maintenance responsibility.
"It's called the Rattlesnake South Cotton Road," the staff member said while showing a map, and added that research by the easement team found the road was a preexisting route prior to park ownership and therefore qualifies for processing as a county easement. Staff also described an MOU being prepared with the BLM to align parking and trailhead delineation for a cross-jurisdiction trail whose parking area falls inside Emery County even though much of the trail is in Carbon County.
Council members raised no substantive objections and staff said they would proceed with processing the easement and coordinate the MOU language with federal partners before returning with a final package.
