Lockeford board approves CEQA exemption and design scope for Memorial Park improvements

The Lockeford Community Services District Board unanimously approved a CEQA Notice of Exemption for the LCSD Memorial Park Improvements and approved a Scope of Services and Fee Estimate for design and bidding support at its May 14 meeting.
Noel Stetson, representing the Friends of Lockeford Memorial Park, summarized recent purchases and reimbursements the organization has provided to the District. KSN representative Steve Pechin described the proposed design and bidding work, saying the next phase would cover architectural detailing and bid management. The board accepted a pavilion sketch prepared by Pacific Design as sufficient to proceed.
Board members discussed planting trees along the bocce ball court for shade but noted a planned shade structure at the court and concerns about debris; the meeting record states trees are not desired in that area. Director Fred Fickert requested that hard-copy plan sets be submitted on 24x30 sheets for review.
A motion by Nina Chandler to approve the CEQA Notice of Exemption was seconded by Fred Fickert and carried unanimously. Separately, Gary Gordon moved and Nina Chandler seconded approval of the Scope of Services and Fee Estimate for the Memorial Park Improvements Design and Bidding Support Phases; that motion also carried unanimously.
The approvals allow staff and KSN to move forward with detailed plans and the bidding process; a separate proposal for construction management services will be presented to the board at a later date.
