The council voted to approve Resolution 2026-111, authorizing an exclusive negotiation agreement with Forward Development Group LLC for work related to approximately 60 acres the city owns at Willowbrook and Colley Roads. Staff said Forward Development Group submitted a proposal on July 10 and the exclusivity period would give the firm 20 weeks to conduct, at its own cost, a market study, development-program testing, capital-user outreach and financial-structure review.
A staff presenter said the exclusivity period is intended to let the firm test market potential and refine a development program without preventing the city from later choosing a different developer. "The city owns approximately 60 acres in the southwest corner of Willowbrook Road and Colley Road," staff said when introducing the resolution. The motion to approve the resolution carried during the meeting.
