"The Beloit Janesville Express provides regional public transportation between Beloit and Janesville through a consortium of public and private partners," the presenter said.
Consultants and staff discussed options including added consortium members to improve the financial position, microtransit options for low-demand periods, and trade-offs between service hours and budget. Councilors asked whether casino development would change demand and whether employers in gateway areas were surveyed; staff said employer surveys were done as part of related planning work and that later service hours would depend on how the numbers "shake out." One participant emphasized the scale of investment that could be required for major service expansion: "You just have to write a check for $5,000,000." The presentation concluded with council thanks to staff and consultants.
