Brandon Mixon addressed the council about the proposed changes to the Beloit–Janesville Express, calling attention to use of a Piggly Wiggly parking pad as a transfer station and saying it is "very light on infrastructure for passenger and pedestrian safety." He asked how the realignment will affect other services, whether the city is creating a frequency corridor on Prairie Avenue, and whether Route 4 might be reworked as service shifts.
Mixon stressed that because the route involves two separate transit agencies, a simple transfer may not be a viable substitute for through service and could impose undue hardship on commuters needing downtown access, including Bullock College. He closed by urging continued investment in transit and thanking the council for considering his concerns.
