Langley council weighs a one-stop work-plan spreadsheet to align long-term goals

Mayor Kennedy Horstman called a special meeting of the Langley City Council on Feb. 23 to workshop the council’s 2026 work plan. Council member Chris Carlson demonstrated an Excel workbook that consolidates the comprehensive plan goals, department work plans and capital-improvement projects into a single, filterable document intended to help the council and staff prioritize and track progress.
Carlson framed the consolidated tool as a transparency and alignment measure: "So, are we investing city time and, the community's tax dollars in the highest priorities, and are the various plans that we've developed actually working in an aligned direction, or are they working in crosswise?" He linked the city’s long-term comprehensive plan to required state law, noting the comprehensive plan sets the 20-year vision while multiyear and annual plans and budgets must flow from that guidance. The council discussed version control and Open Public Meetings Act constraints for collaborative documents and agreed to continue the workshop at the regular meeting next week.
