Calhoun County ISD board declines to adopt daily prayer period under Senate Bill 11

On Jan. 20, 2026 the Calhoun County ISD Board of Trustees voted 7-0 to decline adopting the statutory resolution that would establish a daily period for prayer and reading of religious texts under Senate Bill 11; the vote satisfies the board’s requirement to record a decision by March 2, 2026.
The Calhoun County Independent School District Board of Trustees voted unanimously on Jan. 20, 2026 not to approve the statutory resolution to establish a daily period for prayer and the reading of religious texts under Senate Bill 11.
The motion to move not to approve the resolution was made by Dana Dworaczyk and seconded by Vinson Phillips and carried on a 7-0 recorded vote. Senate Bill 11 (89th Legislature) added Texas Education Code §25.0823 and requires districts to record either adoption of the statute’s model resolution or a decision to decline within six months of the law’s effective date (by March 2, 2026). The board’s minutes state the motion was to “move not to approve a resolution regarding a period of prayer and reading of religious text during the school day pursuant to Senate Bill 11.”
Board members did not take further action on the item during the meeting. The school district will retain the board’s record of the roll-call vote as required by statute.
