Beloit manager outlines citywide strategic-planning push with outside facilitator

City Manager Ortiz told the council the city has entered an agreement with CP2 Consulting to lead a citywide strategic-planning process intended to produce a practical, implementable plan rather than a report. Ortiz said the consultant will conduct interviews with council members and staff, run focus groups and analyze community feedback from a survey launched this week.
Ortiz said the outreach period includes focus groups in early–mid September and a council workshop on Sept. 21, with a strategic-planning retreat scheduled for Oct. 3. "They're also gonna facilitate a lead this strategic title retreat that the city council is gonna hold uphold on October 3," Ortiz said, describing the timeline for setting priority goals and performance measures. He added the process will include materials in English and Spanish and efforts to incorporate youth voices through sessions at Laurel High School and Lincoln Academy.
Ortiz flagged existing facility needs that the plan may help prioritize — including visible cracking in stairwells at City Hall and continuing discussions about the police department — and said some plan components will inform the 2027 budget process. Councilors pressed for clarity on youth engagement; Ortiz said he would follow up with the consultants to find appropriate avenues for college and youth participation.
