"Basically, it's gonna sit between the comprehensive plan and zoning regulations," a staff member said, describing the document as a tool to produce "defensible decision making" for future rezones, conditional use permits and text amendments. Staff said the plan will translate into specific land-use policies and help coordinate infrastructure and public engagement, including neighborhood meetings and a public survey.
Commissioners and participants discussed how the document will be used: staff said the sub-area plan is meant to make the comprehensive plan more specific for local decisions and to provide a clear policy basis for staff reports and decision letters. Members asked that the draft be collaborative and that updates be tracked with strikethroughs and comments so meeting input is visible before a public release.
The commission agreed to continue drafting the plan, invite subject-matter experts and aim to have a public-ready product for outreach by the end of the summer.
