County Engineer Wayne Scritchfield told the commission the Highway Department was unable to construct the final bridge within the time the original bid remained valid. As a result, the board canceled purchase order #12045 dated 9/11/24 to Oden Enterprises, Inc., which carried a remaining balance of $91,787.93; the minutes state that liability is no longer owed and the money will be returned to the Bridge Fund.
Commissioners approved issuing a new Notice to Vendors for structural steel beam bids according to the county engineer’s specifications and authorized signing the request for authorization to execute a contract with GWorks software. The motions to issue the notice and to authorize the GWorks contract passed 3-0 as recorded. The minutes do not record bid specifications or the anticipated schedule for the new procurement.
Why it matters: returning funds to the Bridge Fund and restarting procurement resets the bridge project’s procurement timeline and may change project costs and schedules. The minutes contain the cancelled PO number and the exact remaining balance but do not document alternatives or a revised construction plan.
