Committee delegates utility-use approvals to DuPage County stormwater director

Sarah, a county staff member who answered committee questions about the measure, said the change aligns county practice with how the Department of Transportation delegates similar authority. “A lot of times, utilities want to use county property that is just outside or adjacent to right of way,” she said. She added that the county owns a substantial amount of property used for stormwater management and that “if anything is of concern or a permit is necessary, they have to go through the appropriate processes for it.”
Committee members asked for clarification but took no additional conditions before approving the amendment. The committee’s action removes the need for some projects to return to the committee for routine utility access approvals while leaving statutory permit requirements in place.
