Board reviews permanent-easement requests for groundwater monitoring and county access

Division staff told the board about three routine easement requests associated with new and existing school sites. The Virginia Department of Environmental Quality asked for a permanent 10-by-10-foot easement at Toyota Middle School to support the expansion of the statewide groundwater observation-well network (for chloride monitoring); DEQ would maintain the well, and the conveyance would be for $10 and other consideration. Staff said the request will be brought back for a vote on Aug. 18.
The division also reviewed two standard permanent-easement requests from James City County at Clara Byrd Baker Elementary (3131 Richmond Road) and Norwich Elementary to preserve natural open space as part of Chesapeake Bay preservation efforts and to allow county access for utilities and stormwater management. Staff said these conveyances would be at no cost to the division and would restrict future construction within the easement areas.
