The commission authorized city staff to advertise for bids to excavate a new landfill disposal cell as part of the landfill master plan. Shane O'Keefe explained the proposed cell would be significantly deeper than past cells and would increase the landfill's disposal capacity.
O'Keefe described the cell as "approximately 275 feet long, 150 feet wide and 30 feet deep requiring excavation of approximately 65,000 cubic yards of material." He noted airspace is the landfill's most valuable asset and that expanding depth extends the facility's useful life. Preliminary excavation costs were estimated at about $325,000 based on initial pricing; last year the landfill accepted roughly 17,000 tons of inert material, and staff said volumes so far are tracking similarly this year. The commission voted to authorize advertising bids once plans and specifications are complete.
Staff emphasized the project supports long-term operations rather than being a revenue-generating enterprise; final award recommendations will return to the commission after bid evaluation.
