The Mandan City Commission voted to approve a preliminary engineering services agreement with Advanced Engineering and Environmental Services LLC (AE2S) to advance design of the Mandan Waste Water Treatment Facility expansion.
AE2S project manager Zach Grama summarized the analysis behind the recommendation, saying city population growth has exceeded earlier projections and that by 2035 the projections are about 35% higher than those used in 2011 planning. "Planning level, total project cost is $120,000,000," Grama said, and staff presented the preliminary engineering contract amount of $1,855,000. The contract covers preliminary engineering and positions the city to use a construction-manager-at-risk delivery during later stages.
Consultant and staff emphasized the project's goals: provide roughly a 20-year increase in liquid and solids treatment capacity, address recurring odor problems, add redundancy that the existing plant lacks, and plan for future regulatory changes. Commissioners approved the preliminary engineering agreement by motion and roll call; staff said final design and CMAR selection will follow the established milestone and solicitation schedule.
