Council removed a previously tabled legislative-priority item for discussion and asked staff to gather council input and draft a short letter to state delegates. Members said the letter should be focused—three or four items—and discussed several suggestions: creating or prioritizing a Department of Transportation district for Jefferson, Berkeley and Morgan counties to improve response times; prioritizing funding for infrastructure projects in growing counties; seeking regulatory relief and reduced red tape for local government functions; and revisiting developer-fee authority and Home Rule Board processes.
Staff agreed to open a draft portal for council members to submit items and to prepare a proposed letter for council review at a future meeting. The council asked staff to return with a draft for approval by the second meeting in January. One council member also urged that the letter include concerns about rising insurance and personnel costs affecting municipal budgets and staffing retention.
