Commission approves Alabama Power's Clearview Ranch solar-plus-storage project

The Alabama Public Service Commission voted to approve Alabama Power Company's Clearview Ranch renewable project and the associated renewable subscription program contract on July 28.
Legal division staff recommended approval after reviewing the project under the company's certificate of convenience and necessity and analyzing economic and system benefits. Staff concluded that "staff is satisfied that the Clearview project meets the criteria specified in the certificate and recommends approval," according to the presentation.
The proposal calls for a 200-megawatt solar photovoltaic generating facility paired with a 200-megawatt, two-hour battery energy storage system to be built in Macon and Bullock counties. Staff said customer Dodier has subscribed to 200% of the solar portion for a 20-year term and that Dodier will bear the solar development costs and associated environmental attributes, meaning Alabama Power's customers are not expected to pay for the solar portion of the project over time.
Commissioners moved, seconded and approved staff's recommendation to add the project to the certificate record and approve the companion RSP contract.
