COPS grant deadline forces near-term spending, complicates police hiring plans

Staff told the committee a COPS grant allocation must be spent sooner than previously expected because the grant expires this month. "This grant actually expires this month, and all what we had allocated for '26 and '27 does not exist, so it all has to be spent this month," a staff member said.
Committee members discussed using the grant to hire officers, including the possibility of designating a hire as a community resource officer, but staff cautioned the grant has restrictions and the department head has indicated reluctance to hire someone into a role that would not be able to perform the full duties expected of a community resource officer. Members asked staff for a hard deadline and a clearer plan for spending or reprogramming the grant funds to avoid returning money.
