Staff told the committee the police department has had numerous vacancies, which has driven overtime up: "the overtime is at 85,000, about 86,000 through October," a staff member said. Staff also noted salary lapses (vacancies) were used to offset some costs, but overtime and temporary coverage required contingency support.
Committee members discussed whether to build a larger overtime allowance into Revision 3 in anticipation of holiday pay and possible full-day office closures, and they debated the timing of police vehicle purchases given current vacancies. Staff said they expect further revisions this fiscal year as staffing and overtime patterns become clearer.
