Solicitor Peter Nelson recommended edits including starting the committee size at five so the board can operate when interest is low; he also advised removing a sentence that would exclude vacant positions from quorum calculations.
Supervisors discussed the minimum number needed to conduct business and the effect of different committee sizes on quorum requirements. One supervisor said, "I wouldn't want just these two — I would like it to be at least three people involved with making the quorum being three." With proposed edits agreed to, the motion to adopt the resolution passed unanimously and staff said an updated document would be provided for signatures at the next meeting.
