Lower Frederick supervisors review $5.26 million in fund balances, approve routine bills and targeted payments

The Lower Frederick Township Board of Supervisors heard a treasurer's report on Aug. 4 showing total fund balances of $5,260,000 and mixed budget variances across funds. "General fund revenue through the end of July was $1,911,000, which is over budget," the treasurer reported, noting the general fund was $166,839 over budget year to date while expenses were $18,000 under budget.

After the financial review the board approved routine payments across funds — general ($124,222.11), sewer ($41,540.26), general capital (corrected to $52,001.86), liquid fuels ($87,535.45) and open space ($2,676) — by voice vote. The board also authorized a $52,208.38 payment for equipment and labor to Asphalt Maintenance Solutions LLC for the township's 2026 chip-seal project. "The labor cost did exceed expectations; however, the total cost for material, labor, and equipment still falls under projected total costs," the engineer told supervisors before the board voted to release payment.

In separate fiscal actions the board approved an escrow reduction for the Lekmar Land Development at 1467 Gravel Pike, releasing $60,725.75 while leaving $22,352.58 to guarantee remaining work such as parking-lot striping and tree replacements. The board also accepted an $11,000 offer for a 2004 Ford F350 posted for sale and authorized the manager to complete the transaction. Several motions passed by roll-call voice votes and were recorded as passing unanimously where noted; one liquid-fuels bill vote was taken after Supervisor Sachs recused himself.
