Commission approves 12-space parking expansion at Gibson Point after DEP material constraint

The commission approved a Notice of Intent for 22 Whitten Ave (DEP file 0610864) to add 12 parking spaces at Gibson Point after the applicant changed the pavement specification in response to a MassDEP comment.
"We received a comment from MassDEP, saying porous pavement is not allowed within 100 feet of the riverfront," said Katie Cruz of Hancock Associates, who explained the design was revised to traditional asphalt and that the new impervious area will drain to the existing Gibson Point drainage system. Caitlin White (wetland scientist) said the site includes multiple resource areas but that no work will occur within the natural-heritage endangered-species habitat.
Applicants said the drainage system was analyzed and the existing BMPs can accept the additional runoff; the drainage uses existing catch basins, and the existing catch-basin sumps and hoods function as oil/water separators and are inspected quarterly per DEP stormwater guidance. Commissioners asked about tandem parking logistics and the size of the green area being converted; applicants said the proposed 12 spaces will be managed by on-site management and that zoning permits tandem parking. The commission motioned, seconded and approved closing the hearing and the NOI.
