Rangely town manager warns of likely summer water restrictions, outlines housing grant push

Town manager John briefed the Rangely Town Council on operations, stressing that current water flows are acceptable but that the town should prepare for a decline and likely water restrictions. He said: "...we're looking probably water restrictions coming in June," and that staff expect a more detailed presentation in the next meeting from a water specialist.
John also outlined administrative priorities: a permit-modernization system expected to go live by month-end, further work on grant-management tracking, and a shift in the housing strategy. Because of a funding gap, staff are now evaluating 'cross-mod' (partially modular, partially site-built) homes instead of building duplexes in the Sagewood West project, and the team is rushing to meet a grant round deadline at the end of the month.
Council members asked whether the water conservancy district had issued a call on the river and whether emergency releases would be available; town staff confirmed the town could request emergency water releases under stage 3–4 restrictions but only after showing need and the town's ability to receive and use the water. The town manager said a more in-depth report is expected at the next meeting.
The town is also reviewing priority-based budgeting possibilities and plans to bring forward proposals and training if the council elects to pursue that approach.
