Residents urge transparency after FOIA documents; raise concerns about Crown annexation and TIF process

Two members of the public used the meeting's public-comment period to press the board on transparency and on the treatment of a large development tied to a TIF and annexation agreement. Jane Chatham asked that any discussion with EEI — the village engineer referenced in recent FOIA records — take place in public, saying she was "a little concerned with some documents I've seen recently come out through FOIA, specifically with EEI," and urging that matters not be hidden in executive session. The board chair acknowledged the comment but closed the public-comment period after additional speakers were heard.

A second commenter, who the board addressed as Carrie, said she had emailed extensive materials alleging the village president was trying to slow Crown's approval process while seeking ways to avoid future TIF reimbursements. Carrie referenced a July 14 letter from Jennifer Cohen on Crown's behalf and warned that "Sugar Grove LLC will not acquiesce the procedural requirements or restrictions that are inconsistent with the annexation agreement nor will waive any rights or remedies available under the agreement or applicable law." Board members responded by noting the TIF statute and annexation agreement remain in force and several trustees said concerns about process often stem from how quickly the record was provided during prior hearings.
