City attorney says bid protest against Leonida Builders denied

The city denied a late bid protest challenging the low bidder for the Military West Pedestrian Bridge project.
City Attorney Ben Stock told the council the protest alleged the low bidder failed to list certain subcontractors required by the bid specifications. "The protester claimed that Leonardo failed to list certain subcontractors performing work of point 5% of the total bid amount," Stock said. He added the city reviewed the low bidder’s response and concluded the bid was valid because the bidder will self‑perform the work.
Staff issued the city’s response to the protest the evening before the meeting and made the city attorney available by Zoom for follow‑up questions.
