Council amends Anne Street rezoning to meet 20% open-space requirement

At second reading on Dec. 2, the Charles Town City Council approved rezoning for a parcel on Anne Street that would permit one single-family home and nine townhomes, after adopting an amendment to require the plan meet the 20% open-space requirement.
A council member moved to amend the motion to add the open-space condition; the applicant confirmed that adding roughly 350 square feet would raise the plan from 19% to the required 20%. After discussion the council approved the amendment and then approved the rezoning on a voice vote.
Staff had described the project as less than one acre with a connecting road between Anne Street and West Academy and local sidewalk completion. Councilors were also told that if rezoned the sketch plan is approved as part of the plan-unit-development rezoning and subsequent steps (planning commission preliminary plan, then final plan administratively) would refine stormwater and landscaping details.
