Harrison council tables change to make homeowners pay for septic pump-outs

The Harrison City Council on May 14 tabled consideration of an amendment to Harrison City Code 7-2-14F that would make property owners responsible for septic tank pump-outs, saying members wanted more information about costs and historic local-improvement-district (LID) decisions.
Kayleen Walker, speaking during public comment, urged the Council to “thoroughly review the history of the 1998 LID before voting on an amendment to the city code regarding septic pump-outs.” The City Clerk reported that a survey of other municipalities shows most require homeowners to pay for pump-outs and noted Dover — a city of about 700 residents — contracts sewer services but has sewer bills roughly $20 higher than Harrison’s.
Mayor Wanda Irish told the Council the city had budgeted $4,000 for pump-outs but “has already exceeded $9,000,” and that eight more pump-outs remain to be paid. Councilmembers asked staff to return information on whether certain septic systems require more frequent service and any long-term cost projections before voting.
Will Butler moved to table the code-amendment item; Charlie Shutt seconded. The motion passed on a recorded vote with Debbie Lockhart, Charlie Shutt, John Gray, Joe Cornell, Josephine Prophet and Will Butler recorded as AYE on the tabling motion.
