Charles, the city's representative, briefed the board on items occupying the Cheyenne City Council, saying recent meetings have been lengthy because of public input on annexations, rezonings and data‑center–related development.
"For those of you who have been following the council meetings, they've been long recently. We have a lot of public input that is coming into place regarding different annexations and rezonings and, other developments," Charles said. He reported an ordinance to allow front‑yard carports up to 300 square feet failed on second reading and emphasized that existing unpermitted front‑yard carports would remain subject to complaint‑driven enforcement rather than immediate proactive enforcement.
Charles also described an amendment advancing on historic horse racing that would establish receiving zones along major corridors and require existing facilities to return to the governing body for review by Dec. 31, 2027. He said the council approved the city budget with targeted staff investments and a citywide merit increase for employee retention.
