City staff explained that the design work has been coordinated with MnDOT and engineers and that the figure of roughly $15,000,000 represents an engineer's estimate that includes a 20% contingency. "Overall, the city's projected costs for this project are about 15,000,000," the city administrator said in presenting the packet. Staff said final amounts will be established through formal bids and that the city's good-faith share estimate of roughly $3.77 million and Anoka County's share of about $2.83 million come from current cost-share assumptions.
The resolution authorizes a waiver of municipal consent — a process that allows the project to move more quickly because the state and design teams have worked with the city on plans. Councilors asked questions about public outreach and where residents can find project updates; staff said MnDOT operates a project page for signups and that the city will share the link and promote signups via social media.
