Planning commission recommends denial of Riverwalk, votes 4–1 to send recommendation to City Council
Summary
After public testimony and deliberation, the Riverbank Planning Commission voted 4–1 to recommend the City Council deny the Riverwalk project. Vice Chair Dinan moved to recommend denial; the motion passed with Chair Halterman dissenting. The recommendation declines the general plan amendment, specific plan/pre-zoning, development agreement and sphere-of-influence/annexation authorizations.
Following extensive public testimony, the Riverbank Planning Commission voted to recommend denial of the Riverwalk project and related legislative approvals.
Vice Chair Dinan moved to recommend that the City Council take no further action on Riverwalk — effectively recommending the council decline to adopt the general plan amendment, Riverwalk specific plan and pre-zoning, decline the development agreement, and decline authorization for sphere-of-influence amendment and annexation. Another commissioner seconded the motion. The roll call resulted in a 4–1 recommendation to deny; Chair Halterman cast the lone dissenting vote. Commissioners and counsel discussed the commission’s statutory obligations and the applicant’s right to timely hearings; the commission’s recommendation will now be provided to the City Council for its consideration, and the applicant may proceed with appeals or follow statutory avenues.
