Councilmember Josephine Prophet moved to approve the consent calendar, which included approval of monthly bills and the minutes of the Aug. 8 and Aug. 22 meetings. The motion was seconded by Will Butler and votes were recorded among councilmembers.
The roll call produced split votes: Will Butler and Josephine Prophet voted in favor while Joe Cornell, John Gray and Charlie Shutt initially recorded opposition; Debbie Lockhart voted AYE. Mayor Wanda Irish broke the tie by casting the deciding AYE vote, and the consent calendar was approved. "Josphine Prophet made a motion to approve the Consent Calendar as is" appears in the meeting record under the motion's entry. The action was recorded as approved on the agenda.
