The board received the annual report from the merged citizens oversight committee reviewing Measure M (parcel tax) and Measure R (bond) expenditures and implementation.
Leila Jones, chair of the citizens oversight committee (Speaker 13), said the committee reviewed revenues and expenditures and found no evidence of misappropriation or incorrect signatures. The committee reported Measure M revenue for the 2024–25 year at $684,133 from 1,966 participating parcels and noted built-in exemptions that reduce potential participation. For Measure R, Jones said the third issuance left a roughly $4 million pool, with estimated remaining projects totaling about $2.7 million as of January 2026.
Jones described the committee's role in ensuring funds are spent as promised to voters and said a public update is being prepared by the Budget Advisory Committee. Trustees thanked the committee for the review and moved to accept the report by voice vote.
