Harold Collins, chief administrative officer, explained the administrative workflow that leads to payment for CEP awards: the mayor signs the resolution authorizing funding, then the CAO office routes the packet to finance to cut the check. "The mayor is correct. He signs the resolution...After that resolution is signed, then the CAO's office is routed the packet to then send it to finance for the check to be cut," Collins said, clarifying where the administration fits into the funding process.
Tanya Blank and administration staff noted the distinction between the grant agreement and the resolution: the legal department vets the grant agreement and it is attached to the resolution, but the resolution is the document that triggers distribution of funds. The mayor suggested bringing CAO staff into the workflow if the commission wants more administrative checks and balances.
