Tanya Blank, grants coordinator in the chief administrative office, explained who may apply to the Reginald Milton Community Enhancement Program and how to submit an application. Blank said applicants must be a 501(c)(3/4/6) or a governmental/sub-governmental entity, must benefit Shelby County residents, and must be sponsored by a county commissioner. "You must get a commissioner to sponsor your organization," Blank said.
Blank walked the subcommittee through the four documents required for any application: an IRS determination letter (or charter for governmental entities), a current Tennessee solicitation letter, a one-year organizational budget (990 or equivalent) and a specific budget for the funds requested. She told the committee the portal used is called Flux and that "there are no paper applications," emphasizing the process is entirely electronic. Blank also described the internal vetting sequence: legal reviews paperwork first, then finance verifies financials and supporting documents before the CAO office places the item before the subcommittee.
