Magistrate extends 30 days for permitting after flood and structural denials on window work

Officer DeSanchez and building officer Christopher Kosa told the court that window installations at Israel Roman's property lacked active permits and were denied by flood and structural reviewers. Kosa said the property was denied and was notified on 12/16/2025.
Owner Israel Roman explained that his structural engineer specified a 170 mph wind rating but the code requires 175; he has contacted the engineer to correct the report and said he submitted the required form for the so-called flood-related review. Magistrate Suarez found a violation, ratified the earlier order, charged the $100 administrative fee for the hearing and gave the owner 30 days (to about Sept. 14) to secure the permits. The magistrate ordered that all work cease until permits are issued and said a $250-per-day fine will apply thereafter.
The magistrate stressed that simple omissions (for example, a 5-mph difference in the structural report) must be corrected quickly to restore the permit process.
