Board approves $265,000 construction allocation for South Campus 'dirt lot' stabilization and paving

The Loma Prieta Joint Union School District board approved a Measure R bond-funded proposal to stabilize and partially pave the South (dirt) Campus lot after a staff presentation and Q&A session.
Facilities manager Paul (speaker 6) described a scope that keeps the overall footprint modest—two new asphalt pads (area 1 ≈3,500 sq ft and area 2 ≈1,620 sq ft), six inches of lime‑treated compacted base rock beneath paved areas and in the overflow, and grading sloped toward a natural swale. An existing storm drain in area 2 will be raised roughly eight inches to avoid a tripping hazard and ponding. Paul said the district performed geotechnical borings and that the spoils from excavation will remain on-site for cost savings and controlled overflow parking on occasion.
Paul laid out the budget allocation: $265,000 for construction, $30,000 to address tree removal and stump work, and a 10% contingency to cover unforeseen conditions. He also proposed replacing an aging tractor (the existing unit dates to the early 1970s and has failing hydraulics) so maintenance of the new base-rock surface can be sustained. "We have construction of the area at 265,000," Paul said when presenting the line item for the board.
Trustees asked about environmental concerns for on-site spoils, drainage, lighting and whether future improvements (lighting, striping) might be added; staff said the design intentionally omitted curbs, striping and lot lights to limit scope and cost, but confirmed pathways and selective lighting remain under consideration. Trustee questions also addressed the potential to salvage and sell the old tractor; staff said the district will decommission it and attempt to sell implement attachments where feasible.
After discussion, a trustee moved to approve the proposed South Campus budget allocation for the Measure R bond project; the motion was seconded and carried by roll call voice vote.
Why it matters: The work is intended to reduce erosion, improve drainage and create safer pedestrian access between the lower lot and campus entry points while avoiding the larger cost of a full paved parking lot. The contract will be put out to competitive bid, and construction timing is expected in late spring to summer, pending weather and procurement.
