PEBB survey shows satisfaction uptick but persistent cost, dental/vision, and technology pain points

Missy Yates, stakeholder engagement coordinator for the employee and retiree benefits division, presented the results of the PEBB employee survey, noting increased participation for the PEBB program “increasing from 1,800, in 2024 to over 2,800 in 2026.” She said satisfaction metrics generally improved but that respondents consistently reported pain points: rising costs, unclear cost information, difficulty navigating multiple websites, and concerns about dental and vision coverage and networks.
Yates outlined actions being taken to address pain points: continued enhancements to the Benefits 24/7 platform, behavioral health education outreach, improved benefits fair flow and materials, and a new pre‑retirement folder. Board members asked staff to return with deeper breakdowns (for example, urban versus rural and age groups) where the voluntary demographics permit; staff cautioned that demographic fields are voluntary and some subgroup counts are too small to support definitive conclusions.
