Kyle White of Western Land Development and Chris Cade, the project engineer, told commissioners the plan has evolved since earlier reviews and now consolidates open space and improves stormwater handling. Neighbors raised concerns about canal easements that cross non‑buildable portions of lots, stormwater tie‑ins to existing culverts, side‑yard setbacks (seven feet per side), lot frontages (55 feet), potential HOA arrangements and whether road dedications will occur. Staff and the applicant said the detention basin will collect internal runoff and outlet to 2200 North and the city's existing storm infrastructure; road dedications were described as part of the subdivision approval.
Commissioner Swanson moved to approve the preliminary plat subject to conditions in the staff report; after a roll call the motion passed.
