"This particular ordinance attempted to close, and I mean, it was really kind of ability to be the 1st part of a 2 step action where we close an easement and then we go on to district court... Unfortunately, this ordinance was defective in that what was presented in the incident did not match the legal description that was on the face of the ordinance," Clifton said. The clerk later called the roll after the question was called and multiple members answered 'Yes.'
