Commissioners expressed concern about the security posture of the district's SCADA system and about unresolved issues with historical data delivery from the SCADA vendor. The board voted to contact the Department of Environmental Services and an electrical/engineering firm (EII) to request an outside evaluation of the system and its cybersecurity.
Mark said he did not have "a great feeling about the security of this SCADA system," and members agreed the withheld final payment could be a lever to prompt the contractor for completion and for answers about security. The motion to seek outside evaluation was seconded and approved; commissioners asked staff to try to coordinate a DES site visit and also to ask the vendor to explain what security measures have been implemented.
