Nancy told colleagues the district had only previously refunded hookup fees when it could not provide required flow or pressure and that there was no ordinance requiring a refund in a case where a homeowner chose to delay construction. "I'm gonna make a motion that we do not refund the money to the homeowner," Nancy said before the motion was seconded and carried. Board members warned that if the owner later seeks to hook up service the cost could be substantially higher than the original $10,000 because engineering and rates change.
The board discussed administrative options such as partially refunding only documented expenses, but no such motion passed; the adopted position is to retain the fee. Commissioners also noted the office should inform the homeowner that a future hookup could require a new engineering design and higher charges.
