Council approves budget amendment to record grants, fund events and cover unexpected costs

Miss Hurst, a city finance/staff representative, presented Budget Amendment No. 3 for fiscal year 2025–26 and described three primary functions: to appropriate expenditures that arose after budget adoption, to establish a dedicated city grant fund to record grant activity, and to transfer city event budgets into a new city event fund.
Miss Hurst said the amendment captures post-adoption items including the city manager relocation allowance, city hall security improvements, engineering studies, legal settlement obligations, Main Street Board training and emergency electrical repairs at River Place following an underground fire. She said the amendment budgets grant revenues and expenditures for projects including an EPA Brownfield Grant, "TDM generator" grants and governor's public safety grants.
She summarized high-level figures: after the amendment the general fund revenues increase to approximately $22,500,000, expenditures to about $22,000,000, and available resources are expected to rise from roughly $166,000 to over $560,000 largely because of additional revenue received under the Dow IDA agreement. Staff recommended approval and answered council questions.
Councilman Davis moved to approve the budget amendment; the motion was seconded by Councilwoman Morales and carried unanimously.
