Board approves $180,000 operational contract for HVAC and facilities repairs, asks legal review

The Taos Municipal Schools Board of Education on Aug. 5 approved an $180,000 operational purchase order with ACES/Xenergy to provide mechanical, HVAC, plumbing and boiler repairs for the 2026'7 school year.
Alipio Mondragon, the district's maintenance supervisor, told the board the open purchase order is a routine, on-call contract the district uses for labor and minor parts when systems exceed in-house capabilities. "We use it mostly for labor," Mondragon said, adding that the vendor is local and prioritizes the district when urgent issues arise.
Board members pressed staff on two issues before voting. President Flores pointed out a $10 hourly discrepancy between the ITB pricing sheet and Xenergy's proposal (the ITB lists $100/hour for a journeyman and $75 for an apprentice; Xenergy's proposal showed $110 and $85). Flores asked Mondragon to confirm that Xenergy would honor the ITB rates. Members also flagged an outdated date in an attachment that showed a contract period ending 06/30/2026; staff said the ACES agency contract runs through 06/30/2027 and promised to update the attachment.
Superintendent Dr. Antonio Leighton Jr. recommended approval "pending legal review and also the clarification that X Energy honors the ITB price," and the board voted in favor. Secretary Trujillo seconded the motion; the roll-call vote recorded yes by Board member King, Secretary Trujillo, Vice President Spray and President Flores.
The board asked the superintendent to have legal review the contract for liability coverage of contractors working on district property and to confirm pricing with ACES/Xenergy before final execution.
