The committee discussed revenue and expenditures tied to the district’s early-college offerings and the Rising Phoenix program. Nathan and others explained that the district saw an outsized jump in student fees (self-pay tuition) that subsidized early-college costs this past year; staff estimated returns from such fees in the low hundreds of thousands.
Committee members asked whether the Rising Phoenix arrangements and the district’s policy of paying up to 18 credits (a state mandate for eligible students) should be reviewed. Nathan and another committee member clarified that self-pay students pay for the extra credits beyond the mandated 18 and that those self-pay enrollments subsidize the program for other students.
