Staff recommends conservative 40% special-education reimbursement assumption after 38.39% actual return

He recommended budgeting conservatively at 40% while noting the state’s projected increase and that the first payment typically arrives in November. Committee members agreed that 40% is a reasonable working assumption until the state payments clarify the final rate.
