City staff held a public hearing required by California Assembly Bill 2561 (effective Jan. 1, 2025) to present turnover and vacancy information and discuss recruitment and retention strategies.
Human Resources staff reported that, in calendar year 2024, 18 full-time equivalent employees separated, a turnover rate of approximately 12% of the city's authorized positions; staff projected roughly a 7% vacancy rate as of May 31, 2025, with many vacancies concentrated in library and cultural services. The presentation listed possible retention strategies — including salary-range adjustments, new classifications, employee recognition and recruitment accommodations — and staff recommended adding a new council policy to establish a framework for future annual public hearings on vacancies and recruitment efforts.
Council members had brief questions about accommodations for employees with disabilities and county funding streams for the library; staff said the city already asks about accommodations during recruitment and that library funding includes a dedicated property-tax share. The council moved and seconded the item and adopted the recommended policy unanimously.
